Broadcast rescheduling is the reason a fixture list published in June is not the fixture list played in November. Matches are moved to fit television slots, usually with a few weeks' notice and always after tickets and travel have been booked. Recording each change against the original date, rather than overwriting it, is what makes the record usable for anyone who planned around the first version.

No. This is a schedule and deadline record. Live scoring is a real-time product served far better by dedicated services, and it is not what a dated directory is for.

Why are transfer deadlines listed with a time?

Because they close at a stated time in a stated timezone, and a registration submitted a minute late is not accepted. A date alone would be actively misleading for the one event in this category where the hour matters.
